Biography

Dr. Helen Boutrous received her PhD from Georgetown University, her JD from the University of San Diego School of Law, and her BA in economics from UCLA. Her teaching areas include American Government, Public Policy, and Law. Additional research interests include Presidential influence on regulatory policy; the role of courts and interest groups in the development of public policy and social change; and the shifting roles of federal, state and local governments in the development of public policy.
