What is COSA?

C.O.S.A stands for Committee on Staff Affairs

Mission Statement
The Committee is dedicated to addressing staff concerns, promoting staff development, and fostering open communication among administration, faculty and staff members of Mount St. Mary's College.

BY LAWS

January 8, 2003

ARTICLE I. NAME

The name of this organization shall be known as the COMMITTEE ON STAFF AFFAIRS.

ARTICLE II. PURPOSE

  1. Effectively represent and express staff opinions to administration on matters of interest to the college community.
  2. Provide a forum for dialogue with President’s Cabinet.
  3. Coordinate and support educational, social, and cultural enrichment programs for the benefit of the college staff.

ARTICLE III. MEMBERSHIP

  1. Proportional representation shall be drawn from each of the following areas for a total membership of 12, with no more than 3 members from any 1 area.
    • I. The Division of Academic Affairs
    • II. The Division of Administration and Finance
    • III. The Division of Information Support Services
    • IV. The Division of Institutional Advancement
    • V. The Division of Student Affairs
  2. A minimum of two committee members must work primarily on the Doheny campus.
  3. Committee members must be full-time college employees and cannot supervise more than 5 full-time staff.
  4. The Director of Human Resources and the Vice President for Student Affairs shall serve as Ex-Officio members. These members are non-voting. The Vice President for Student Affairs will serve as liaison to the President’s Cabinet.

ARTICLE IV. MEMBERSHIP MEETINGS

  1. The Committee on Staff Affairs elected representative meetings are held monthly on alternating campuses.
  2. Any member of the committee may call a special meeting when necessary; these may not exceed two hours a month.
  3. Committee members will determine the date, time and place of meetings.
  4. Quorums of 5 members are required for any substantive business. Ordinary business can proceed without quorum.

ARTICLE V. TERM OF OFFICE AND ELECTION

  1. New members will be elected in June of each year. New members will take office on July 1.
  2. COSA will select from its membership the following:
    • I. Chair
    • II. Vice Chair
    • III. Historian / Secretary
    • IV. Treasurer
    • V. Public Relations Officer
  3. The term for committee members is two consecutive years.
  4. Upon vacancy of a position, the committee will appoint a member using the results of the last election. The appointee will serve out the term of the committee member they are replacing.

ARTICLE VII. ELECTED MEMBERSHIP DUTIES

  1. All members are responsible for attending monthly meetings as scheduled on alternating campuses.
  2. All members are responsible for leadership, planning and coordination of all functions and will share these responsibilities equally.
  3. Committee members recommend staff representatives to serve on the Budget Committee and other College wide committees as requested.
  4. COSA is responsible for the management of its budget.

COSA members are responsible for the implementation of its mission.
